2010-2014 HLS-HLD IT market

In its latest report, US Homeland Security & Homeland Defense (HLS-HLD) Markets – 2010 – 2014, Homeland Security Research Corporation (HSRC) forecasts that the information technology (IT) sector will dominate the US HLS-HLD market, claiming 21% of the total 2010-2014 market (4x the size of the aviation security sector).

Growth in the IT sector will be driven by programs like the EAGLE (Enterprise Acquisition Gateway for Leading Edge Solutions), cyber-security and command, control & communication (C3) IT. The EAGLE II project, the second phase in the DHS’ effort to create a single, unified contracting vehicle for IT services, leads the HLS-HLD IT sector. EAGLE II, valued at approximately $22 billion, represents 16% of the cumulative 2010-2014 US HLS-HLD IT market. EAGLE II RFIs (Request for Proposal) are expected to be announced by September 2010.

As a result of “lessons learned” from the initial phase, EAGLE I ($45 billion over 10 years), the DHS has streamlined the process and reduced the functional categories from five to three:

  • Service delivery, including integration, software design and development, and operations and maintenance
  • Program support
  • Independent verification and validation

In addition, the DHS plans to set aside pools for different categories of small businesses and make it easier to adjust the pool of small-business contractors if companies lose their status during the life of a contract.

HSRC’s latest report, the most comprehensive review of the US HLS-HLD market currently available, provides valuable information regarding the opportunities present in the EAGLE II project, as well as the broader HLS-HLD IT market.

The report is the result of more than a year of exhaustive research and analysis of thousands of federal, state, local and industry documentation, as well as hundreds of interviews with federal, state and HLS industry decision-makers. The report’s granular analysis offers funding and market forecasts for more than 460 US HLS-HLD sub-markets.

With more than 950 pages, 410 tables, 440 figures, this report provides essential market intelligence on approximately 40% of the global HLS-HLD market.
